What is E-Rate?
The Schools and Libraries Program of the Universal Service Fund, which is known to most as "E-Rate," is administered under the direction of the FCC (Federal Communications Commission), by the USAC (Universal Service Administrative Company), and provides most schools and libraries within the U.S. with discounts to assist them in obtaining affordable video conferencing, telecommunications, and Internet access.
The Schools and Libraries Program (E-Rate funding) also supports connectivity — the pipeline for all communication that uses Internet or telecommunications services. Funding must be requested under one of the four different categories of service:
- Telecommunications services
- Internet access
- Internal connections
- Basic maintenance of internal connections
Discounts for communications support depends on the level of poverty and the rural/urban status of the served population and can range between 20% to 90% of all eligible services' total cost. Libraries, schools, and school districts that are eligible may apply as part of a consortium or individually.
FY2010: Dates for the Application Filing Window (12/3/09)
The filing window for applications for FY2010 opened on December 3, 2009 (Thursday) at noon EST and will closed on February 11, 2010 (Thursday) at 11:40PM.
Applicants should be aware that Forms 470 for FY2010 can now be filed and the deadline is January 14th, 2010.
Traditionally, during the final week the funding window is open, USAC receives a high volume of Forms 471, so please file early.

Equipment that controls the distribution, programming, and video content selection is eligible only if it transports information to areas that are public or to classrooms. If operated by the end-user directly or the end-user uses it in equipment, these components are not eligible.

Cabinets and racks are eligible only if the components they contain are eligible. Surge protectors that are an integral component of a cabinet or rack and are not a cost that is separately identifiable can be included as part of the cost of the rack or cabinet, however, asurge protector that is separately-priced is not eligible.

End-user video equipment is not eligible for a discount nor is equipment used for the creation of video content. Examples of this include microphones, video monitors, video cameras, televisions, and video recorders and playback devices.
